Children Institutions

Overview

The Division aims to ensure children are rehabilitated and equipped to live and assume constructive role in society, and enjoy their full rights and dignity into adulthood. 
The functions of the Division are: -

  1. Coordinate development, implementation and review on policies, strategies, legislation, regulations, guidelines, standards, frameworks and procedures on children institutions services; 
  2. Oversee administration and management of Statutory Children Institutions and Charitable Children Institutions;
  3. Safeguard the children in conflict of with the law committed in remand institution 
  4. Oversee provision of care, safety, protection and rehabilitation services for children in need of care and protection and those in conflict with the law;
  5. Monitor programmes and projects on child care, rehabilitation and welfare; 
  6. Coordinate development, implementation and review of National Plans of Action on child care, rehabilitation and welfare;
  7. Spearhead community mobilization and public awareness on child care, rehabilitation and welfare;
    Monitor the implementation of rehabilitation and care programmes for Children in contact and in conflict with the law.
  8. Collaborate with Ministries, Departments, Agencies (MDAs) and Counties to rescue, resocialize, rehabilitate, trace and reintegrate children in contact and in conflict with the law; victims of trafficking; and street-connected children/families.
  9. Collaborate with County Governments for the establishment and management of Rescue Centres.
    Oversee the transition of children in Charitable Children Institutions (CCIs) to family and community-based care
  10. Coordinate intercountry repatriation of non-Kenyan children leaving institutional care;
  11. Coordinate implementation of tailored strategies for the Prevention and countering Violent Extremism and Radicalization (PCVER) in children institutions;
  12. Collaborate with support units and other relevant directorates/divisions to monitor, evaluate, report on programmes and projects of the Directorate;
  13. Collaborate with relevant stakeholders to implement training programmes for teachers and instructors in children institutions to meet the needs of Competency Based Education (CBE) and Competency Based Education and Training (CBET); and
  14. Promote public participation on child care, rehabilitation and welfare through collaborations and dialogues with relevant stakeholders.

The Division is organized into the sections;

  1. Children Remand and Rehabilitation Services section for overall coordination, oversight and management of children remand and rehabilitation function
  2. Children Rescue Centres and Charitable Children Institutions Section for overall coordination of the children rescue centres and charitable children institutions functions
  3. Child Aftercare Services section for overall coordination and management of the child aftercare services function.
