The Division promotes community-based empowerment, livelihood strengthening, and multi-sectoral partnerships that foster sustainable household resilience. It integrates children’s welfare within national poverty reduction and human development initiatives, ensuring that all interventions remain child-focused, evidence-based, and results-oriented.
The functions of the Division are to: -
- Support the development, implementation, and review of policies, strategies, legislation, regulations, guidelines, and standards relating to OVC programmes;
- Oversee implementation of the Cash Transfer for Orphans and Vulnerable Children (CT-OVC) Programme and related national child assistance schemes;
- Coordinate the multi-sectoral implementation of the Nutrition Improvement through Cash and Health Education (NICHE) Programme in collaboration with the Ministry of Health and County Governments;
- Coordinate implementation of the Presidential Secondary School Bursary Fund for OVCs;
- Supervise and strengthen programme delivery systems for targeting, registration, enrolment, payments, grievance redress, and accountability under the OVC-related programmes;
- Promote and support community-based child and household support initiatives including economic empowerment, livelihood development and skills training programmes to enhance family resilience and self-reliance;
- Coordinate resource mobilization and partnership frameworks with the National Treasury, Development Partners, and County Governments for joint implementation and co-financing of OVC programmes.
- Build the capacity of State and non-State actors, including County staff and CPVs, in the delivery and oversight of OVC and household resilience programmes;
- Lead national advocacy, communication and stakeholder engagement on well-being, inclusion and protection of vulnerable children and families;
- Oversee the integration and modernization of data systems, including the OVC Management Information System (MIS), to enable real-time data exchange with Payment Service Providers, NDMA, NSPS, and County platforms; and
- Prepare and submit periodic policy, financial, and performance reports on OVC programmes, and related community initiatives; and
- Coordinate research, monitoring, and evaluation of OVC interventions to assess efficiency, impact, and sustainability, and to inform evidence-based policy reforms.
The Division comprises of the following two (2) sections:
- Cash Transfer Programmes Section
The Section manages and coordinates all cash transfer interventions targeting OVCs and vulnerable households. It ensures efficient targeting, enrolment, payments, and monitoring of beneficiaries, thereby strengthening the national safety net for children and families in extreme poverty. - Community Child Support Section
The Division promotes community-based approaches to child welfare and household strengthening. It enhances family and community-based approached to support vulnerable children, focusing on education, economic empowerment, parenting, and linkages with complementary county and national services.
