The Division provides leadership, coordination, and oversight on child participation prevention and response to all forms of violence, abuse, neglect, exploitation, harmful practices, labor, trafficking, online exploitation. It is also responsible for coordinate services offered by officers in regional, county, sub-county.
Functions
The functions of the Division are: -
- Coordinate development, implementation and review of policies, strategies, legislation, regulations, guidelines, standards, frameworks and procedures on child protection;
- Oversee field services;
- Coordinate prevention and response to child abuse and exploitation;
- Oversee child online protection programmes including prevention, response and support;
- Oversee counter trafficking in persons programmes including prevention, response and support;
- Facilitate programmes to address issues of children in emergency situations;
- Oversee access to justice for children in contact and in conflict with the law;
- Oversee provision of care, safety and protection services for children in need of care and protection;
- Oversee provision of care, safety and protection services for victims of trafficking
- Monitor programmes and projects on child protection and participation;
- Coordinate development, implementation and review of National Plans of Action on child protection and participation;
- Spearhead community mobilization and public awareness on child protection and participation;
- Oversee the Kenya Children Assemblies and other child participation platforms;
- Spearhead national child activities to eliminate harmful practices including child marriage, female genital mutilation, and other social or cultural violations affecting children;
- Oversee the design and implementation of interventions to address emerging child protection issues including child pregnancies, intersex, child labour, children of incarcerated parents, online abuse, and other forms of child exploitation;
- Spearhead child participation programmes including climate focused initiatives;
- Oversee operations of the National Child Helpline 116;
- Coordinate the development and implementation of child safeguarding protocols and guidelines for child participation;
- Oversee the implementation of guidelines on management of missing and found children;
- Oversee mainstreaming of issues of children with disabilities and those with special needs;
- Collaborate with Ministries, Departments, Agencies (MDAs) and Counties on issues of child protection and participation; and
- Promote public participation on child protection and participation through collaborations and dialogues with relevant stakeholders.
The Division is organized into 5 sections and Office
(i) Violence Against the Child Section (EVAC);
Coordinate child protection, prevention and response to violence against children, child protection in emergencies and technology facilitated child exploitation and abuse.
(ii) Child Participation Services Section
Responsible for the overall coordination and management of the child participation functions.
(iii) Child Justice Section
ensure fair treatment and emphasis on restoration, restitution and rehabilitation rather than punishment for children in conflict and contact with the law.
(iv) Child trafficking Section
Overall coordination and management of the counter trafficking in persons’ functions. Provides for support and protection of victims of trafficking in persons while Part IV provides for the Counter Trafficking in Persons Advisory Committee.
(v) Regional Offices
Responsible for the coordination of twelve (12) Regional offices, forty-seven (47) Counties and four hundred and seven (407) Sub-County offices to ensure reasonable access to its services in all parts of the Republic
